Step 1

Open the picture and crop how you want
Filter >> Sharpen >> Sharpen

Step 2

Ctrl + J to duplicate this layer
Blending change >> Screen 100%

Step 3
--->
Ctrl + J original and bring to the top
Image >> Adjustments >> Desaturate
Set this layer to multiply at 45%

Step 4
--->
Ctrl + J original and bring to the top
Set to Soft Light 47%

Step 5
--->
5. Ctrl + Alt + A to select all
Ctrl + Alt + C to copy all
Ctrl + Alt + V to paste
This new layer should be identical to the 4 below

Image >> Adjustments >> Selective Colour

Reds
Cyan: 0
Magenta: 0
Yellow: -17
Black: 0

Yellows
Cyan: 0
Magenta: 0
Yellow: -51
Black: -16

Neutrals
Cyan: +16
Magenta: 0
Yellow: 0
Black: 0

Step 6
--->
add a tiny text layer
Set to Multiply 100%


Step 7
--->
Create a new layer.
Fill with A9FAEE
Set to Colour Burn 15%

Step 7
--->
Merge the layers
Edit >> Stroke >>
Width - 1px
Colour - Black
Location - Inside
Blending - Normal
Opacity - 100%
un-check Preserve Transparency

Ta-da
